What is the Tū Manawa Active Aotearoa fund?
Tū Manawa Active Aotearoa provides funding for programmes or projects delivering play, active recreation and sport experiences for tamariki and rangatahi. These may be new or already operating.
We welcome applications from a wide range of organisations, particularly for those that are less active. These groups include:
- Children and young people in higher deprivation communities
- Girls and young women (5-24); and
- Disabled children and young people (5-18)
As a regional delivery partner of Aktive, CLM Community Sport is responsible for projects delivered in the Counties Manukau area (excluding Howick – Pakuranga)
Who can apply?
We welcome applications from the following organisation types (please note, funded entities must have legal status):
• Hapū, Iwi, Marae, Māori organisations
• Incorporated Societies
• Charitable Trusts
• Regional or Local Council
• For-profit businesses/commercial organisations and social enterprises
• Education settings:
- Primary/Intermediate schools/Kura1
- Secondary schools/Wharekura1
- Tertiary Education/Whare Wānanga
Where an organisation or group wishes to apply but has no legal status, we recommend you consider partnering with a qualifying (legal) entity.
Examples of who cannot apply:
- National organisations that already receive Partnership Investment from Sport NZ
- Government agencies and their regional branches (e.g. Ministry of Health, Oranga Tamariki)
- Early Learning Services
- Professional or semi-professional sports teams and organisations
- Individuals
What can be funded?
This is an activation fund that is intended to help cover the costs that are directly associated with the delivery of your activity. These costs might also address any barriers that prevent participants accessing your activity. They could include:
• Venue or equipment hire
• Costs of transport to the event
• Support for volunteers or activity delivery staff
• Equipment (only where this is required as part of a project or activity)
• Officials, where these are required for the delivery of the opportunity
• Costs associated with developing and promoting your activity.
We are interested in receiving applications that take innovative approaches to engaging our priority groups in quality play, active recreation and sport experiences that meet their needs.
What will not be funded?
The fund does not cover:
• Costs that are not directly required for the provision of the activity that you are applying for (such as salaries or wages for existing staff, administrative overheads etc)
• Costs that are already funded by other sources
• Costs of retrospective projects or activities (those that have already been completed or held)
• Costs associated with professional athletes, professional sports teams, academies, or representative teams
• Capital costs (e.g. facility development and maintenance, playgrounds)
• Medals, prizes, giveaways, and spot prizes
Year One of the operation of the Tū Manawa fund has highlighted the large demand for financial support and each round has been significantly oversubscribed in most regions.
Tū Manawa is unable to meet all the demand so has a specific focus on the costs of delivering an activity opportunity. Your Regional Sport Trust may be able to help identify funding avenues for other areas, or you could check Sport NZ's searchable funding opportunities.
When can I apply?
Fast Fund applications: up to a maximum of $10,000 and can be made at any time.
Regional and Local Fund applications: over $10,000 and will be assessed during the year through an initial two funding rounds:
School/kura applications
Schools/kura are eligible to apply for Tū Manawa funding to deliver play, active recreation and sport activities that meet the needs of their students.

We will provide feedback on what you have submitted and an indication of further work that may be required before a full application. Please be aware that support for your application or an acknowledgement that your application is ready to progress, is no guarantee that your application will be approved.

Decisions for Fast Fund applications will be made within 20 working days of receiving a fully completed funding application.
Fast fund dates: Fast Fund: 1st July 2023 – 30 June 2024 (or when funds are exhausted)
Regional and Local Fund applications: over $10,000 and will be assessed during the year in funding rounds:

Please note your application must be for a programme or project for up to a maximum of 12 months (i.e. you cannot apply for costs past a 12-month delivery period).

Implementation in a school/kura setting
Tū Manawa Active Aotearoa is a fund provided by Sport NZ for community organisations, including schools
and kura, to deliver physical activity opportunities for tamariki and rangatahi.
In schools and kura, these opportunities or projects might occur:
1. Outside of class time (breaks or before and after school)
2. In class time, where only the school personnel are involved
3. In class time where external providers or organisations may also be involved.
Applications for projects in the first two examples, just need to complete the application form in the same way it is completed in any other setting. Where the project occurs during class time, and involves external people, providers or organisations, there is an additional step in the application process. The reason for this is to ensure that Tū Manawa funding is not used to replace the role of the teacher or kaiako and/or curriculum teaching and learning, but instead, to enhance and support the learning aims which are identified by the school/kura.
External providers or organisations in a School / kura setting
Where the project occurs during class time, and involves external people, providers or organisations, there is an additional step in the application process.
The reason for this is to ensure that Tū Manawa funding is not used to replace the role of the teacher or kaiako and/or curriculum teaching and learning, but instead, to enhance and support the learning aims which are identified by the school/kura.
Sport NZ acknowledges that teachers/kaiako are the best equipped and qualified to
• make decisions about the learning experiences that respond to the needs of their students in their local environments,
• plan and teach lessons that meet those needs,
• assess the learning. This extra step is an opportunity to maximise the potential of a collaboration and involves a discussion
between the school and provider about how they can work together to succeed in meeting what the school/kura is trying to achieve for their Ākonga.
These applications that are planned to be delivered during class time and involve external people, providers or organisations need to be applied for by the school/kura; or jointly by the school/kura and external provider or organisation.
Assessment Process
Following is the assessment process for Tū Manawa Active Aotearoa applications:
Fast Fund applications
CLM Community Sport, Harbour Sport, Sport Auckland and Sport Waitākere each use a decision-making panel consisting of staff members, plus a member of the He Oranga Poutama team, to assess ALL fast fund applications against the national criteria. The He Oranga Poutama Kai Whakahaere also leads the assessment of any Kaupapa Maori assessments with the panel.
Decisions are made within the following month from receipt of application.
Regional and Local Fund applications
Aktive, CLM Community Sport, Sport Auckland and Sport Waitākere each use an independent Advisory Group consisting of community members, including Mana Whenua, to assess all funding round applications against the national criteria. The Advisory Group make recommendations to the Trust Board, seeking approval.
Decisions are made following Advisory Group meetings that are to be held within the following month after the round has closed.
